Abstract: Scalable Video Coding can provide combined scalability and high coding performance for progressive video sequences. However, so far, only base layer coding for interlaced SVC is supported, and no particularly efficient FGS coding scheme has been proposed for compressing interlaced sequences in the framework of SVC. In this paper, we present a novel and efficient FGS coding scheme for interlaced SVC, whose high coding efficiency is achieved by introducing an additional Haar or 5/3 wavelet decomposition stage when coding temporal low-pass sub bands, which can efficiently improve the coding performance of both base layer and SNR enhancement layer compared with the straightforward extensions of SVC to interlaced coding, as well as further support temporal scalability. The advantages of our proposed interlaced FGS coding scheme are verified by integrating it into interlaced SVC software.
